's christie smith is live in san francisco. other cities have tried to implement a soda tax just like this. >> reporter: yeah, that's exactly right. if this were to pass in san francisco, you'd pay a 40-cent tax on a soda this size, assuming it were all the way full. now, as you said, these types of taxes have failed before, even right here in the bay area. supervisor scott weiner thinks this time will be different here in san francisco. that's because he believes that san francisco voters would be willing to tax the drinks if they know thath@$ proceeds go toward programs that help keep kids healthy. the proposal is a tax of two cents per ounce on sugar-sweetened drinks. he said there's clear evidence there's a link between these types of drinks and obesity and type ii diabetes. a recent poll shows $x68% of californians would support a tax if it went to fitness and nutrition in schools, youth, and after-school programs. that's what this would do here in the city, bring in an estimated $31 million. in richmond, a similar tax was defeated last year. now it's san francisco's turn. >> the be

superstorm sandy, new jersey governor chris christie is blaming congress for delays in getting help to victims. in an interview with the a-p, christie says congress dragged its feet on a funding package, and then enacted mountains of red tape for receiving aid. the result is victims were caught in the middle. the governor went on to say that his administration did everything it could to help the situation. and, that tremendous progres has been made in the wake of the super storm. in our earnings update this morning... pfizer posted earnings that beat estimates, but revenues at the world's largest drug maker slipped 2% due to a loss of patents on its best sellers including lipitor. goodyear tire rolled in with a 51% profit gain, but the companies sales numbers were below analysts expecations causing that stock to drop nearly 6% shares of nokia jumped 10% after the telecom firm issued an upbeat forecast. and earnings fell 21% for archer daniels midland. adm lost money last year because of the drought, but expects this year's bumper crop of corn will sweeten sales numbers. today

conversation with new jersey governor chris christie permitting he was the face of disaster response but we begin with elaine quijano in seaside heights, new jersey. elaine, good morning. >> reporter: good morning, charlie and norah and viewers in the west. sandy was the biggest and fiercest storm ever to hit new jersey, costing the state nearly $40 billion in damage. recovery has been slow and for many it's far from over. when superstorm sandy slammed ashore last october, more than 100 miles of new jersey's coastline bore the brunt of it. communities split in half homes crushed, others simply washed away. in seaside heights the same boardwalk and heart of the shore town's economy took a pounding. >> this is our lives, how we feed our family, support ourselves. >> reporter: mike carbone had to completely rebuild the first and second floors of his restaurant after the storm. almost a year later, tragedy struck again. fast-moving flames destroyed nearly 70 businesses along the boardwalk in september. authorities blamed the fire on electrical wiring damaged by sandy. >> on t
